Yep - it's the same here in the US.  I posted one of the original folks
that mentiooned carying their rare blood type on their info.

The blood banks will not even release O- blood without doing a quick
cross match to the person unless the physician personally signs that it
is a life & death emergency & that (s)he takes full responsibility for
administering the blood.
