It took a lot of trial and error and a lot of good minds and a lot of years 
to just "make up" that rule.  No set of rules is perfect--all sets of rules 
evolve over time.  And they evolve because there are reasons that cause them 
to be altered or changed.  The 50-mile minimum was the result of just such 
evolution when lesser minimums proved to have problems.
