Pat Super has given you excellent advice
I would add that if the horse is mutton withered,
you'll probably always have a side to side slipping
problem, even if you have a saddle that fits well.
There's only a small margin for error on girth
tighness for these horses.
Breast collar and crupper will help keep the saddle
from going all the way under the belly if there's
some kind of wreck, but won't keep the saddle from
slipping when mounting.
I've found that the Dixie Midnight No-Sweat Vent pad
has the added side benefit (when used as an under pad)
to make saddles more stable on mutton withered horses,
thus allowing the girth not to be tightened so much.
