I certainly agree with you but practice can be different...
I have seen cases where a well known
head vet for an endurance ride has told riders - on this loop - if I see
you back here in less time than x - you are out... Obviously this was a horse
where the vet had a concern but the horse met criteria. The horses were not
out in front - bottom third actually.
It doesn't fit the rules but is sometimes done.
