Well, maybe because some people are newer to this than others and have not
been around for the "hashing" last time.

Apparently I do not know how best condition is determined.  I was under the
impression that the scores on the vet cards were used, sort of like finding
a grade point average on a report card.  If someone cares to enlighten me or
direct me to a source that has this info, I would appreciate it.  I will
also check the archives.
