No, I wouldn't go to that extreme--BUT I would suggest that a horse should 
not be particularly fazed by a loose dog simply running along and not 
bothering the horse.  Loose dogs can be far more annoying than bicycles when 
they actively try to "heel" horses or dash underfoot--something I have yet to 
encounter from a mere bicycle with its human rider...
