I'm sorry, but I can't remember - didn't you say you'd tried reporting it 
and there was no response from the authorities?  How about becoming a 
community advocate & video taping the dogs in action then go to the police 
again and tell them that unless they act (show them the video) that you 
will be sending the tape on to the media.

I don't know how involved you want to get about this, but as they say, it's 
the squeaky wheel that gets the grease.  It sounds like these dogs are a 
problem for everyone and as I said before, the life you save may not be 
yours or the dogs/horses you own, but perhaps a child, someone else's pet 
or - heck, what if the vet had swerved to avoid the dog and hit another car 
and was killed?  Lif
