I feed dry shredded beet pulp all the time except at rides and vet checks
and during really cold bouts in the winter when I add HOT water to it.
Granted, it is mixed with grain and oil but I do feed a substantial amount.
I also fed it "straight" last winter to help stretch our hay supply.
Horses can't founder or colic on beet pulp like they can from gorging on
grain or green grass. Check out this website for the best info on beet
