They may not outright *refuse* to drink it, but the water consumption of
many horses will drop significantly.
It is interesting how much water consumption *increases* in horses offered
warm water. Cheaper than calling me out to treat the impaction, for sure.

It is a definite possibility. And remember, there is a direct correlation
between water intake and dry matter intake. You might try the experiment of
offering this horse warm water and see what happens.
