Help for sensitive skin!

Help! My mare has extremely sensitive skin, especially in the girth area. I have tried a fleece girth and currently use a neoprene girth. After a ride the skin has no hair and is red and irritated. I have tried desitin on the girth area and also baby oil and powder on the girth itself. Help!
