I think we may have to settle for 2 different leagues.  I've noticed when
horses get into the International League, they don't tend to lead in AERC
points any more.  They have to carefully plan their year around peeking
for the PAC or the World Championship.  I don't think we're going to get
these horses back into the races for the AERC championship, and nobody's
happy with the championship because they know these super horses are out
there.
