I don't know about prices but there is a company that specializes in
tracking devices for wildlife and they have a whole range of ultra-cool
products, including a device for loved ones with Alzheimer's Disease or
other problems.  They call it the Mobile Locater.  The company is called
Wildlife Materials, Inc or Care Trak, Inc out of Illinois
(1-800-842-4537). 

No, I don't have any connection with this company, but I just finished
reading their information kit when this posting came up.  Maybe they would
give all endurance riders a bulk purchase deal through AERC?  :>
