Oregon and Washington have a reciprocal agreement in which you need a health
certificate but not a Coggins.  The 6-month health certificates are still
available to the best of my knowledge, but they DO require that the owner keep
an itinerary and send it back to the State at the end of the 6 months, and the
existence of these is threatened because owners have not complied very well.

Brand inspection is also required--I strongly recommend getting the lifetime
brand cards on horses that you plan to campaign.
