Doe's this mean that the ride manager can ban a person with a known
dangerous horse when they come in to sign up for the ride ? Or do they have
to wait for an incident to happen and then ban the rider/horse ? If it does
mean that the manager can ban the horse/rider before the ride even starts
then why are you managers cancelling your rides ? Why don't you just wait
and see if the horse/rider even shows up at your rides and then don't let
them compete ? Why punish everyone for just basically one horse/rider team
?
