Cut off times in and of themselves are not a good thing or bad thing. I
think also most of the time they are bases on economics rather than safety.
I would be rather dubious of most arguments based on safety.
Given that a rider has to proceed at an average of 4 1/6 mph ( 24 hours for
a 100) it seems to me that if cut off times are to be used, then this same
rate of progression should be used in estabishing the cut off for any given
distance as is done for the total distance of a ride. This seems more
logical and fair than having to gallop the last twelve miles into a vet
check to make the cut off, becuase the first four miles were single track
on a ledge and if you happened to start in the rear, you could not make any
time for this stretch.
