I have a New Zealand rug (canvas with a wool? liner) and that thing is
totally weatherproof! However, it is very heavy and very expensive.

We keep a small tarp (one of those blue things with the grommets) in the
trailer for emergencies. It's amazing what you can do with a 6x8" tarp
and a roll of duct tape. Tossed over a wool army surplus blanket it
keeps pony warm and dry while tied to the trailer overnight...DO NOT
tape it to the horse. The tape can be folded onto itself where it goes
under the belly and around the chest, behind the butt, etc. If you
don't put some kind of blanket under it, I think it gets pretty cold on
the horse's back

I also bought some of those HUGE safety pins from Valley Vet or one of
those. These pins are about 4" long and are great if you want to layer
a loose blanket (like the army surplus wool ones I mentioned) under a
regular buckle-on horse sheet or blanket. Stuff doesn't shift around in
the night. This is really for horses that are somewhat confined to a
stall or a run, not those blanket destroyer types.
