Hi- I think many states have a Horse Council, which is a group of interested
people who try to promote horse activities and look out for the interests of
horse people by lobbying and staying on top of legal issues that will affect
them. I know that trail preservation is a big area of concern. Have you
contacted your Horse Council? You might have to start one! There is federal
money around for trail preservation- other people on this list know far more
about than I do. -Amy
