RE: [RC] AERC National Championship ride qualfications

In defense of a YEA vote on the John Park Motion (I guess:)

In the case that the AERC doesn't set the qualification criteria for the NC
ride, then under current AERC procedures wouldn't the Ride Management will
establish that criteria?
---
This because its special entry criteria require that it fall under the
established procedures for special sanctioning (the 180days and board review
etc.)

(members that don't know the special sactioning rules might want to read
them??).

At any rate, if JP The Motion passes, then RM would present the
qualifications (maybe to both the NC and Sanctioning Committees?).
Qualifications likely would be simuliar to last years. The board would then
approve or disapprove of Sanctioning of the NC ride in the normal way.

Given that the ride moves every 2 years, and that Specially Sanctioned rides
have, effectively, a 2 year review (kind of probationary:) period; you are
Guaranteed that all NC ride Managers will present the proposed
Qualifications for approval. They will be either approved or not; With
qualification standards for the NC ride evolving over time on a 1 year
review cycle.

(note that the NC committee might want to place a special requirement that
the NC ride be sanction at least 18 months in advance to allow for adequate
publication - maybe within 6 months of the RM/Site selection)

anyway, it would be good to have the 2003 RM's at convention and have them
give the board a draft of their anticipaged 2003 NC qualifications (in the
case that the JP Motion passes or there's a deadlock and nothing happens)

...
ok, now I'm REALLY outahere. its all warmed up and ready to role:)
