The
proposed changes to Rules 11 and 11.6 fly in the face of past experience of AERC
BoD members. The original lead time was 60 days and through experience the BoD
and the Office found that a longer period of time was necessary for smooth
interaction.
The
variance asked for is also not a very good thing as was discovered in times
past. We went through a series of hearings before the Board for abuse of the
lead time requirements. To make it less stringent will reinstitute the
possibilities of such abuse.
The
various time limits with in the AERC Rules and Regulations are there for a
purpose, and to lessen any of them is a step back in the progress of smooth
operation now in place.
