I've seen ponied juniors once or twice, usually only at the beginning of a 
ride. If the junior is entered it's most likely within the rules. I would 
think a ride manager could disallow it if written notice is given well in 
advance of the ride. An unentered junior or an unridden horse should 
absolutely be against the rules!
Many of the places we ride such an arrangement would be dangerous, with 
twisty narrow trails through the woods. Passing other competitors is tricky 
enough without negotiating 2 animals tethered together. Could make a great 
strategy though, especially if ponied horse kicks. Just get in front & 
nobody could get past!
