No mention of it in Merck's, this is the entirety of the description in
Kobluk's Diseases and Clinical Management:

Hyperesthetic leukotrichia is an extremely rare condition characterized by
intensely painful crust located along the dorsal midline.  Shortly after
appearance, white hair appears in the area of the crust.  After a course of
1 to 3 months, the crusts and pain disappear but the leukotrichia (white
hair) remains.  Histologic examination of the lesion shows subepidermal and
intraepidermal edema.  Therapy is not effective.

There is also a similar condition described called reticulated leukotrichia,
which appears to have a heriditary component, appear mostly in quarter
horses, Standardbreds, POAs and TBs and is "of cosmetic importance only".
