Biotin for me is just one of thoe things I feed without really knowing if it actually does anything :(
I feed a biotin crumbles at 20 mg daily.  Buy this in 20lb buckets for $45, and can't remember the manufacturer.  I can't say I've ever actually seen a increase or decrease in hoof quality in relation to the stuff.

Many years ago, the new barrel horse we had just purchased turned up to have badly textured hoof wall, when the farrier came to pull of the sadly overgrown shoes after a couple of days of ownership.  We started Blaze on the same biotin crumbles the other horses get, and his hoof quality did improve dramatically, but I can't tell if this was do to the massive amount of top-quality feed and hay we gave him, or do to the biotin.

I just feed it for the "better safe than sorry" aspect...
