VEE clarification

Hi all, This is what I found when I pulled up the health certificates for entry into France and any E.U. country for a temporary stay of up to 90 days.  The requirement is that the animal has not been vaccinated for VEE within the last six months before importation.  Nothing more, nothing less.  There is nothing that says they destroy antibody positive horses and if the person posting that could please give their sources (real documentation, not just so and so said it), it would be greatly appreciated.
