Tying up

Whoa, campers,

   The sun shone today, so perhaps I'm a little twitterpated. Either way, did
I read the one letter (about tying up) correctly? The one that seems to imply
that only thoroughbreds tie up? Is this right? (no, it wasn't said quite that
way, that's why I'm asking..it said that if a horse was anglo arab, it may
have a better chance of tying up than a purebred arab.)
  Please correct me if I'm wrong.......this isn't a flame, just an outright
"what??" on my part...
