Not necessarily Wilderness. It would depend on the rules attached. The
problem with a legal Wilderness (which takes an act of Congress) is the
party size limits (and for the restriction on mountain bikes, orvs, etc for
those folks). If they attempt the same type of rules in Roadless Areas, that
would have obvious negative consequences. That is where the concern is. Keep
it focused on the that.
There are of course other issues that may have an effect on folks in Idaho
that have nothing to do with horse use: timber harvesting, mineral
extraction, etc. But my post focused only on potential problems to
recreational use, and that would depend on the details which is where my
e-mail to the FS is focused.
If you read my e-mail to the FS, one of my concerns was the possible
restriction of vehicles in informal campsites along existing roads because
of a narrow buffer.
