What's in a crooked tail?

I'm just throwing this out for discussion. Lots of horses travel with
their tails held to one side or the other. Some do it only while being
ridden, which presumably is a bad sign. Others do it all the time
and perhaps have done it all their lives. What does this mean in
any of these cases? Back problems? Muscle problems? Just a habit?
