FEI courses

In order to be selected as an FEI course (World or PanAm), a ride must
first "nominate", or express an interest in hosting.  It is possible that
this is less a question of FEI selecting flat courses than it is of flat
courses selecting FEI!  In order to host one of these rides, ride
management needs to be able to supply a huge camping area, electricity,
water, easy road access, etc, etc--these things tend to be easier to come
by in flat terrain than in mountainous.  Still, there are mountainous rides
that have hosted ROC--Bighorn and Shar Ranch come to mind--maybe someone
should 'encourage' them to apply?
