I can't begin to imagine nursing that many sick horses at once!  I give you & your family a lot of credit.  I've only seen 2 cases of strangles and neither of them were pretty!

Just curious - what is the object of new horses getting vaccinated 2 weeks prior to coming to your farm?  To prevent boarders horses from catching strangles from the endemic organisms in your farm's soil?  If so, this time line works pretty well.  Cell-mediated immune response would be kicking into high gear about then.

If this is to protect <your> horses, it probably is too little too late.  The vaccine will not eliminate the disease in a horse that is already actively infected.

In my mind, the best system for moving new horses in & out of a multi-horse environment is strict quarantine until the horse has passed out of the incubation period & is still healthy.  Then, we mix them into the rest of the herd in gradual stages.  (Prevents some of the battles over pecking order.  I hate going out to ride & finding bite marks at the saddle area.)  I usually quarantine for 2 weeks.
