That depends on where you live. I don't know the regulations for Fla, but in
New Mexico and some other Western states There is a livestock board that
handles livestock issues. here in  New Mexico, an animal control officer may
impound a horse or other livestock within specific limitations. Such as the
animal running loose in the middle of town.  That is how i got one of my
horses.  but an animal control officer can not go on to a property to check
on ownership issues or even welfare issues without a livestock inspector.
So a person should learn the regualtions of their state and learn who to
contact in these situations

her two sons George and Iceman and finally
Lilly (the prairie dog)
