I don't even soak the shredded.  I just dump in some water and feed
away.  I have one horse who can eat it dry (nibbles and crunches) and
one who chokes EVERY time she gets it dry.  She's a gobbler, and doesn't
chew her food long enough, so she gets a big wad of it stuck.  I've
given up calling the vet, since every time she's done it she's better in
about 5-10 minutes.  Just long enough for him to get in his rig and on
the road!
