Last word (hopefully) on D Boggs
For those that are interested IAHA has posted a release at their web

AURORA, Colo.--On Sept. 8, the Ethical Practices Review Board (EPRB)
of the International Arabian Horse Association
(IAHA) issued its decision suspending David C. Boggs for a period of
five years beginning Sept. 15, followed by a five-year
probationary period.
On Oct. 1, Boggs filed suit against IAHA and simultaneously filed a
motion with the court seeking a temporary restraining order
to prevent the suspension from being enforced. The primary thrust of
this motion was Boggs' request that the court order IAHA
to permit him to participate in the U.S. National Arabian and
Half-Arabian Championship Horse Show, starting Oct. 22 in
Albuquerque, N.M.
Following a half-day hearing Oct. 19, the Arapahoe County District
Court in Colorado denied Boggs' motion and refused to
enter any order interfering with his suspension. The Court ruled that
Boggs failed to establish any reasonable likelihood of
prevailing on the merits of his complaint against IAHA or that he
would be irreparably injured by the suspension during the
pendency of the lawsuit. The Court further found that IAHA would be
injured if the Court interfered with the suspension and
IAHA's internal disciplinary process.
The Court commended IAHA for being serious about enforcement of its
ethical rules and commented that IAHA and the
EPRB had "bent over backwards" to ensure that Boggs had a full and fair
hearing on the charges against him.
While IAHA is very gratified by the Court's decision, it was not a
final resolution of the lawsuit, which will still have to be
defended to conclusion.
The combined effect of the EPRB's decision and the Court's denial of
Boggs' motion is that Boggs is a suspended member of
IAHA. The suspension is of Boggs, individually, and means he cannot
personally attend or participate in any and all IAHA
events, including the 1999 U.S. Nationals in Albuquerque.
