use of cell phones while riding
It may not happen everywhere but I believe it is federal law
that all carriers for cellular must service a 911 call whether
you have service with them or not.
I did a test once with a unregistered cell phone in Texas
and did get 911 service on it.
But you do have to be in range of some tower...

enough "strength" to reach out and grab the waves up above. Also, a person runs
into scenarios like; "no" towers nearby and/or "guess what?" telephone companies
that don't have mutual agreements allowing the use of each other's towers!
Namely AT&T and Southwestern Bell. But alas, until something better comes along,
