IN California horses are considered vehicles when they are on the road.
Follow the same California State Highway Laws.  Unfortunately, those who
drive cars are not considerate of the horse who technically still has the
right of way on the books of law.  (Horses came before cars in law)  and we
are in danger when we road ride.  Even though here in California we have
many more trails than in other states we still have our problems.  Including
the mountain bicycles.
