That is not necessarily true. Sometimes buy/sell agreements are contingent
upon a satisfactory exam by a vet. Sometimes a buyer does a vet check prior
to entering into any agreement with the seller. Paying for a vet check, in
and of itself, is not equivalent to a promise to purchase.
