Ride Management did not penalize the riders. The riders agreed to
relinquish their placings voluntarily after a meeting with their peers. The
only rule that ride management thought MIGHT apply was that managment has
the right to disqualify horses that are a clear danger. Everyone thought
that was stretching it since neither of the horses, under normal
circumstances, could be considered dangerous.
