I'm sorry, but this sounds absolutely bonkers.  Are people so desperate
for a market for Arabians that they would condemn them to being a regular
rental string for the uneducated?  

I LOVE Arabians for endurance.  They are the last horses I'd recommend
for this project.  There are plenty of kids in the suburbs who have no
access to horses either.  What about them?

It takes YEARS to make a good lesson horse, and believe me NONE of them
are "surplus".  The only surplus horses are 7 years old and only halter
broke.
