Cannon bone measurements

I know that you measure in the middle of the cannon bone,
but my question is--

Do you clip the hair of thick haired breeds, like Icelandics,
to take the measurement?

There can be a lot of hair on the legs depending on the
time of the year.  I clipped my colt one spring, and the leg 
not clipped looked twice as big as the clipped one.
