The Window Concept is used with competitive rides in Illnois.  There is usually a 10 minute window at the end of the ride where no penalty is given for being early or late.  With a 10 minute window you can be 5 minutes early or 5 minutes late with no penalty.  I have riden in Ohio and they used a 30 minute window, so it tends to vary.
