I personally like to leave them open to the air so that the heat isn't
trapped in, unless there is a specific problem. My horses really appreciate
cool or cold water on their legs, but I have only ridden one over the years
that had any real tendency to stock up post ride, and she's the only one I
ever routinely wrapped.
