Yes, at Foresthill last year P/R told me(the crew) if I checked in above it
would be a THIRTY minute penalty!  I thought THAT was a big joke, because 30
minutes would have put you after the check closed at that point!
I have done rides with 10 minute penalties before.  In fact they were pretty
common in this area (CT) years ago. It sure makes you be careful checking
in!  And it did slow people down.  And you certainly don't need a crew to
tell when your horse is down!!!  If you don't have a heart monitor then
carry a stethoscope!
