Changes to Oriville, CA trail?

Has anyone else heard anything regarding
the Lake Oroville, California, horse
trails?  My aunt belongs to a local
riding club.  At their last club meeting
some one was there with information 
about plans by the Parks department
wanting to take the horse trails and
making them bike trails only.  All the
club members wrote letters to be 
mailed in protest of this.  She said
that there is already money set aside
for this project.  If it is true, this
seems really dumb considering that just
a few years ago money was spent to put
in a very nice horse campground near
this trail.  

I rely heavily on being able to use
this trail as it is my primary training
grounds.  I was so excited to see that
there is a ride being held this spring
on the Oroville trail.  It will be my
horse's first endurance ride ever, and
my first in six years.  

Come to think of it, there are already
bike trails in Oroville!  This isn't 
right.
