Have you tried dragging the tarps?  We did this at the last Harry Whitney 
clinic I attended.  A more confident horse dragged it at the
walk, trot, then canter, with the more timid 'chasing' it.  As the
tarp kept 'fleeing' from them, the timid ones got more confident, and
were soon cantering after the dragging tarp.  They then switched who
dragged the tarp. What about carrying flags or balloons?  At another
clinic, a lady who rode jumpers ended up jumping carrying a flag!  We
had a blast at that clinic.
