I would check with the Registry.  They can give you the names of previous owners which you can contact.

They should be able to give you some background information for free.  I found out information on a mare I purchased last summer.  I got breeding information, sire and dam and the last known numbers/addresses of the previous owners so I could call and ask questions about her and her background.
