Heidi,

That's correct. The running martingale has been an accepted "aide" in
both western and English riding for many years.(There is a BIG
difference between a running martingale and a tie-down which doesn't 
allow flexibility or reward the horse for good response). The important
thing is that the martingale be used in quiet, LIGHT  experienced 
hands(just like any bit)and that it be  no longer used if not needed.I
do feel the least tack used the better--less to rub, break, come undone 
or get tangled up .  HOwever, safety is important here too and some
horses need more"help" than others--at least for a time!
