Actually the published data would indicate very strongly that this ratio is
also not a good indicator except under certain specific circumstances, not
across the board.  The only weight parameter that statistically (I know,
statistics is a dirty word)  indicated anything was the body weight of the
horse itself, in that as bodyweight increased, the incidence of lameness
increases.  And even then, there were certain circumstances when rider
weight contributed to that and others when it didn't.  So it would be pretty
hard to come up with a workable formula/protocol that fairly judged
competitors that took weight into consideration.
