I believe the answer is no, it's not against the rules but the vet is going
to want to see his legs at the check, so you gotta take everything off. They
like to check the horse's tendons and I don't think you can do it with wraps
on. You might be able to make a deal with the vet at the precheck if your
horse has some kind of tendon problem like mine does.
Also, most riders like to soak their horse's legs during the ride in water
while trying to get them to drink. Not sure if a wrap is a good idea when
you do that.
