At Tevis, I was told that Gall Salve was not legal because it contains
sulfur, which I guess can cover up or mask a drug test. So if a topical
salve that contains sulfur is not legal, then wouldn't an oral supplement
that contains sulfur also be considered illegal? (assuming that
"negligible" is still above the level of "zero" tolerance)

According to AERC rules, every beneficial nutrient appears to be illegal
except hay and water--and if it were to be demonstrated that water aids the
comptetive horse, then it would probably be next in line. We already know
that hay is next to useless.
