IMHO, that is their problem.  You are under no obligation to put
yourself or your horse in jeopardy because someone cannot control their
horse.  

BTW this is one reason I like big horses.  I get a lot less hassle
becuase I am 6 feet and ride a big horse.  Hate to say it but I have
seen a lot of jerks out there that try to bully their way around. They
don't bully me.
