Ozark Country Endurance Riders has a Member of the Year award (Usually a 
really nice jacket). It is voted on by the membership, and generally 
goes to someone who helps out a lot at OCER rides. While we don't have 
a"Vet of the Year" (as that would single out one) They also are 
recognized w/ a sweatshirt or something. The last 2 years we had coffee 
mugs printed with the club logo & the name of every member who completed 
a ride & the vets. Ride managers also got a little horseshoe by their 
name.
So, don't wait for "someone" to come up with some national award! Each 
regiional/area club should be doing something like this already!
