The limited distance committee is proposing rules which provide flexibility and reason to the bylaw change we voted in.  It would be a good idea to contact AERC to learn what the proposed changes are before speculating.  PNER has submitted a resolution supporting the changes - after the presentation by Sue Grahl and serious discussion from managers and riders with Grahl at PNER's annual convention.
